Bidding on federal government contracts is time-consuming and complicated. The process requires an assessment of a firm’s potential as a government contractor, identifying government contract opportunities, providing specifications and standards, preparing and displaying historical financial data in government-specified formats. A PTAC provides various levels of services to deal with the requirements, depending on individual client requirements. Most of the PTAC services are provided during one-on-one counseling needs, both during the proposal process and the subsequent contract period. Much of the counseling is performed at the client’s firm location. Hawaii, North Dakota and New Mexico are the only states without a PTAC. Background: In the spring of 2004, the SW REAP Zone established a pilot project to provide PTAC services for companies located within the eight counties of the SW REAP Zone. The pilot project engaged a company to work with county economic developers to seek the understanding of the barriers small businesses face in government contracting. The PTAC and the SW REAP Zone economic developers helped identify business opportunities, match them and connect the federal procurement needs to the products and services provided by local businesses. The REAP Investment Board endorsed the program for both REAP Zones in 2005 and funded the PTAC for the remainder of 2005 and 2006 and provided matching funds with a Rural Business Opportunity Grant (RBOG). With the limited 1 ½ staff, the REAP PTAC already has a client base of thirty-five REAP Zone businesses. The PTAC has assisted the businesses in registering with the federal government’s on-line sites, assisted businesses in completing various required certifications and has assisted six businesses in receiving $314,000 of federal contract work.As of August 15, 2007 the current program, funded by the Reap Investment Board, Inc. will transfer through a collaborative effort to the IMPACT Foundation. At this point, I expect no significant changes in services provided for clients seeking government contracting opportunities.
